Installing and upgrading help

I upgrded from 2.11 to 2.3.1 and am starting to realize how much has changed.  But I cant find this problem in any of the forums.  

The students on my site cannot upload profile pictures.  When they go to add a file the get a blank file picker with the message "Sorry, none of your current repositories can return files in the required format."  

Managers can update their pictures, so this suggests a problem with the permissions, but I cant seem to find it.

Students are enabled to:

Edit own user profile

Manage files on own private file areas

View recent files repsitory plugin

Use uploading in file picker

View user private files

Students are able to upload files on assignments or in forums.  So I am stumpted by this one.  Any ideas?  Workarounds?
