I am simply looking to get a list of all teachers that are currently in our moodle system. There is no teacher filter under bulk user actions. Any tips?

Yes there is. Click the 'advanced' button on the bulk user actions page.
Remember, you are asking who has been assigned the teacher role in a course. There is no such thing as teachers and students in Moodle, you can be a teacher in one course and a student in another.

Thank you, but under course roles I only have Manager and Course Creator.
Look under course role and not system role
Which version of Moodle are you using exactly? I get those under system role but under course role I get teacher. I am on 2.3
2.0.2 Under course rolse I only see Manager and Course Creator as well.
