couldn't install phpmyadmin with the 2.3 release

Dear all, I recently installed the Moodle 2.3 windows package. After that, I copied the the whole phpmyadmin folder and pasted it under moodle/local. Then, I went to the notification page to install it. However, it was not detected by the system as before. Did I miss anything here? Thanks!

Was it a newly unzipped copy of phpmyadmin plugin? If it is check to see if maybe there was another phpmyadmin folder inside the first one. That is what I had when I first downloaded and unzipped it.

On both my Moodle 2.2.3+ and Moodle 2.3+ installations, the plugin gets installed but doesn't work. There seems to be an open bug tracker on it. http://tracker.moodle.org/browse/CONTRIB-3098

The tracker has a suggested fix to try...gets me to a phpmyadmin log in screen that doesn't work. An alternative suggestion is to install Moodle Adminer. I haven't tried it though as I have a regular server installed copy of phpMyAdmin running now.

Same error appears in 2.2.3, and did not resolve after inserting the mentioned 3 lines / updated code config.php. Plugin installs but blank screen after installation.

Adminer does not give good database dump/export.
