Hi there. I am not aware of anything within Moodle itself that allows the admin to find all the enrolment keys. There might be a way via the database but I don't know about that; perhaps someone else can respond. The keyholder role doesn't exist for Moodle 2 but you can follow the progress of its return here http://tracker.moodle.org/browse/MDL-26017
