I am using the Site Policy module as per http://docs.moodle.org/22/en/Site_policies#Site_policy_URL
in order to force users to see and acknowledge that they have read the T&Cs of my site.
I set the URL to be a page on my website.
Scenario 1
Self-registered user, is prompted at registration, and on clicking
'Link to site policy agreement'
is taken to my T&C page on my website (in a new Tab).
As it is a new tab, I feel that I need to include the instruction:
'"Please read the following terms and conditions.
When you have done so, you should close this window to return to registration.'"
else they may not know what to do, as the Back link is broken.
That's all fine I think.
Scenario 2
Admin-registered user, is taken at login to the page:
[website]/user/policy.php
which has my T&C page embedded in a frame, with:
'You must agree to this policy to continue using this site. Do you agree?'
at the bottom (outside the frame) and a Yes and a No button.
Clicking Yes gives access, No keeps them out.
That's all fine, but now my instruction as above is incorrect.

Is there a workwround please? Don't want to confuse my users.
