We run moodle version 1.9.7 and the issue has come up that nobody is receving any email from forum posts. I've checked in the exchange server and I see email coming from the moodle server, but it appears to only be sending email for email changes, password changes, etc. Nothing for forums. The 'emailstop' field is set to 0, thus allowing email to the users. Other than that I'm not sure what else it could be. I've also run cron.php I get no errors at all and I've turned on email debugging but that send no errors to the screen either.
In other forum posts I've found articles about /mod/forum/lib.php, but the lines listed have already been updated for the .7 release. (I double checked)

Is there another global setting for forum email that I am missing? Please help!!
