System: Dual Xeon 2.4, 1GB RAM

For the past 6 months or so, I changed to a new server (specifications above). Moodle seems to be running smoothly, until I hit this error when trying to enter the chat room:

Error: Permission denied
A Finding: The biggest difference between my old server and this one is that they use a different convention in their filesystem. On the old one, they used the traditional (/user/public_html/moodle/mod/chat) convention. On the new one, I think it's called a virtual host convention where there's no user space per say (/home/httpd/vhosts/user/httpdocs/moodle/mod/chat).
Questions: (1)Is this environment still suitable for the chat daemon? (2)If yes, any ideas as to what the reason is for the "permission denied error"?
