Look at the Role, examine the permissions and see if you can remove the ability to delete from the Role. I know there was a lot of discussion around this a long time ago, whether "editing" and "managing" meant the same thing, and there was a group who felt that the ability to Delete needed to be separated out, but I don't know whether this happened or not and I am too far away from my Moodle to look myself.

As far as I understand correctly it is not possible.
Luckily the course happens only once. I gave a local role with more rights to achieve the goal.
