First, I realize this might NOT be the place to post this, but due to ignorance (and lack of finding such a place) am posting it here.
Also realize this might have already been proposed and discusssed so pardon my fau-paux for that too!
Observation:
Given the number of Moodle Teachers who appear to be 'going it alone' - ie, their IT department is not supplying a Moodle for them to use or have opted to remotely host and 'be done with it', or for whatever reason, a Teacher could find themselves (for the first time in their teaching career) being a server administrator. Have come to that conclusion following Moodle.org forum postings AND other such resources trying to be 'Mecca's for Moodle'.
Proposed Solution:
Upon initial install of a Moodle an option to install a "Moodle Server Administrators" course (on by default, option would be NOT to install). It would be a hidden Category for "Moodle Server Administration" and a course for same. Course doesn't have to have a bunch of screen movies in it … just appropriate links back to Moodle.org documentation that addresses the MOST oft asked questions (if that can be determined).
If that's too much, a simple additional block (hidden and readable/viewable by Admin levels only) that provides links back to Moodle.org.
Why?
Just keeping up with other open sourced and free AMP stack apps I've seen which also begin as 'blank slates'.
Example: Joomla - if one elects to install 'dummy data' one gets quite a bit which is initially helpful to the beginner Admin.
