In the admin setting menu, there is a search box.

Search for the work 'cache'. That finds all the settings you need to change (plus a few irrelevant ones).

When designing a theme I use to disable the following caches:

Home » Site administration » Appearance » AJAX and Javascript
Cache Javascript (cachejs) - NO

Home » Site administration » Appearance » Themes » Theme settings
Theme designer mode (themedesignermode) - YES

Cheers,
susana

Hi

Have you enabled the theme designer mode under appearance>theme setting.
