Sadly, I never got time to add this to Moodle 2.2.
Shortly, we will be moving the OU code to the Moodle 2.2 release, at which point I will have to make sure that hte OU theme is still working. Hopefully, doing that will be a good opportunity to remind myself how this is done, and extract the code and add it to at least some of the standard Moodle Themes, for Moodle 2.3.
