If you are using a flat file for your users then tick the boxes should send them email notifications. I wont tell students anything more than they are enroled so you will still need to use the forum.
I generally use the admin > users > upload users to do bulk enrolments. Courses and groups can easily be included, as well as cohorts.
Then use the News forum to kick start things.
