Hi, I'm new to Moodle.
I want the course_list block to be in the upper-left of pre region on ALL pages, and navigation and settings to be in the post region on ALL pages.
Where is this controlled? The placement of courselist, navigation, and the other default blocks seem to be random for the pre and post regions.
I see difference values in the mdl_block_instances between different installs, and mdl_block_positions are the manually-set items.
