We are currently evaluating options for a Learning management system. One key technical clarification that we need for Moodle is whether Moodle 2.0 SOA Compliant and at what level of compliance.

we have been able to fine a reference whitepaper available on IBM site that provides details on Services Service Integration Maturity Model.

I would be keen to understand what is the comformation that Moodle 2.0 adhere to and at level does moodle 2.0 stand on SSIMM.

To quote from the document you link to:

Define overall business goals

Develop policies to achieve those goals

Define rules/micro policies that are used to enforce policies

Implement management capabilities to monitor compliance to policies

Govern the above in a lifecycle model

So, once goals and policies are defined, you have a baseline of compliance criteria to which your services and composite applications can comply."

So, if you define all that garbage, we will be able to tell you of Moodle complies with it. If you don't define all that, "SOA compliant" is just a meaningless buzz-word.
