Not quite ansering your question but;
It is relatively easy to edit the file index_form.html, which you will find in the login folder. This will at least remove all the instructions and link giving everybody the chance to create their own account.
If this is a problem for you, e-mail me your current version of the file and I will send it back modified for you.

Simply click on the admin link on the homepage, then click on Users: Authentication and then select Manual Accounts only and voila!
