There is a standard mailtext in moodle.php. You can change it in the main administration, language, moodle.php.

i did not ask for user-mail, but for an admin-mail, when a new user registers. this did nit happen, i have tested this yet.

there isn't such an function.
As admin you can only look in the admin, user and sort it after the dates.
