Unfortunately 1.9 themes cannot be directly upgraded to 2.0. However, it is possible to create a Moodle2 theme which replicates the look of the original moodle1.9 one in most ways.
Take a look at the FAQs etc. at the top of the Themes forum to find out about creating/adapting a Moodle2 theme. Once you are having a go and want some help with any parts of what you are doing, there is lots of help available through the forums - let us know what theme you are converting, what particular area you are stuck with and what you are trying to achieve and we'll help as much as we can
