Topic with quiz showing as 'Not available'

I have a course where the 3rd topic is showing as 'Not available', when a student views the course page. Looking at the topic in edit mode, it appears hidden but despite clicking on Show (closed eye) it remains hidden.

I have tried creating another quiz resource in the same topic, and a new topic but still it remains hidden.

How can I make the quiz visible?

Someone has set some conditional availability settings on some of the activities and resources. Edit them, and look at the conditional availability bit of the form.
