In Moodle 2.4 that these settings can be found on Site Administration > Plugins > Text Editors > TinyMCE > General Settings > customtoolbar. There you can group/ungroup, add/remove buttons from TinyMCE toolbar.
I've been searching about 4 hours how to insert a JustifyFull option on customtoolbar and the only thing I needed to do was to put this: ,justifyfull, on this setting. All TinyMCE buttons/options can be found here: http://www.tinymce.com/tryit/full.php
