I am new to moodle and would like to know:-
1. if it is possible in moodle (any version) for the students to raise questions to the instructor for the assigned courses.
2. Can student also raise public discussion using forum from their dashboard
Any help will be highly appreciated.

Normally, it is up to the teacher which tools they provide to the students.
In each course, having a forum where students can raise questions with the teacher (and with each other) is a good idea. You could try asking your teacher to create one.
The way to have a place for public discussion that everyone can join is to create a separate 'course' that is really just an area of the site with some social discussion forums. That course can be set to allow any user to self-enrol, if they want to join the discussion.
