as Glenys says, you can certainly make tutorials using Hot Potatoes exercises to show and then check understanding.
If you are prepared to pay a bit of money, Adobe Captivate is a useful tool for creating screencasts (video of screen activity), and then incorporating those into the kind of interactive activity you are talking about, where students have to actually click what they are supposed to click on the screen, and the software checks they clicked the right thing.
