Just wondering if you could update the version in CVS?
Executing the following command: cvs -z3 -d:pserver:anonymous@uk.cvs.moodle.org:/cvsroot/moodle co -r MOODLE_19_STABLE -d facetoface contrib/plugins/mod/facetoface
Got me this version.php file, which was conflicting with a SQL dump I received.
$module->version = 2007091300;
