Locally assigning teacher role to a student in quiz module

I am trying to locally assign teacher role to a student in a quiz , so that she can design a quiz for another student. But she gets "You don't have permission to add questions here" in the question bank shown at the edit part of the quiz and the actions related to each question are not visible for her.
Is there anyone who knows how I can fix this problem?

I sounds like you are encountering bug MDL-18531, which was fixed in Moodle 1.9.5. Which version are you using?
