the html editing bar is not showing up. I am using Firefox (latest version) on a windows machine. Windows 7, on Moodle 1.9x on Moodlerooms servers.
Other teachers can see it, but I can't. They are using the same version of windows, and the same version of Moodle.
Is there a setting on windows machines that make this happen?
Make sure that the option "while editing text" is set to "use WYSIWYG editor" in your profile.

In our case, I do not see the option of "use WYSIWYG editor" in profile. We have just migrated servers; from a Windows to a Linux platform. We are on Moodle version 1.9.8. I use Internet Explorer 8.
