I created a course in the Social format. Posts in the Social Forum are only emailed to teachers, not students - even though everyone is forced to subscribe. I created another Forum within the course. Posts in that forum are emailed to everyone. I opened the settings for the Social Forum and the other Forum which I created and compared them - they are identical. What would cause this behavior? Is there a permission/role override which I have to perform?

I've tracked it down to forum_subscribed_users ==> forum_get_potential_subscribers ==> get_users_by_capability
It only returns the instructors. Any ideas why it doesn't return the students?
I've noticed that if i go to the course, and delete the Social Forum, it is recreated automatically with default settings. If I go to the settings, force everyone to subscribe, and make a post - it emails everyone, teachers and students. For some reason, when I make a fresh Social Format course, it only emails the teachers. But when I delete the Social Forum, and try it again, it works (not sure how reliably however).
