Is there a way that students can peer assess other students on Moodle?

Yes -the easiest way is probably to enable ratings in a forum (
) but there is also the workshop activity that does this better but in 1.9 is more complicated and doesn't work perfectly (better to wait for 2.0) Also there is a plugin for a simple peer assessment activity which is worth doing a search for.

You can also turn on student ratings on the database activity.
