From the role definition pages, you can click on the title of the permission to visit the Moodle Docs page with a description of the permission.
It's best to refer to existing roles to get an idea which permissions should be assigned to a new role.

am sorry i wasn't so clear, what i really need is a documentation about Capabilities, whenever you open about you got no explanation... so where can i find this????
