It works here (and the font color button inserts a span tag rather than a font tag). I don't experience this problem in 1.9.5+. Is it in a particular activity/resource or all over? It could be a bug in 1.9.6 and perhaps a browser related issue (IE ???). Try searching the tracker for a patch.
