Inputting letter grades in Grader report and have them calculate to percentages

This has been discussed for a LONG time. MDL-17484 provides an easy patch for 1.97+ (and 1.95). I would like to see this included into the next appropriate release. Additional functionality is sought out by MDL-17258 which awaits programming. Would any core developer be interested in seeing this HIGHLY DESIRED functionality included in upcoming?
