I have a SCORM and the grade does not update..
I have to use a workaround (http://tracker.moodle.org/browse/MDL-16111) in Grader report, Turn editing on. Click on the "edit" icon on the missing grade. In the Edit grade screen just press "Save changes" without any modifications
Is there a permanent solution to this problem?

you haven't really provided enough information fo us to be able to help you - the tracker issue you linked to has been fixed - it lists as being fixed in Moodle 1.9.3 and higher.
if you're using an older version of Moodle, to get a "permanent solution" you should upgrade.
