Looks like you have version prior to 1.9.5
Locate Turn Editing On button in the upper right corner and click on it. You should be able to see some controls.
I would actually go to the Categories and Items interface instead, since it will have more controls for editing and gradebook setup. For you it should be located in the Choose an action dropdown menu.
