You could also create a forum on the front Moodle page and allow your default site role (probably Authenticated User) to participate in it (pick and choose the permissions like view, reply, start discussions, etc). Activities can be created on the front page of your site via the Topic Section or the Main Menu side block depending on where you want the discussion activity to be displayed.
