I would like to add instructions onto the page (assume it is a template) used for creating a user account. Currently we are using self-enrollment plugin and users are finding it difficult to create a password that works without the instructions in front of them. Is there any way I can add this to the template/page?

You'd need to edit the code of .../login/signup_form.php to add to the template. The only way I can think of you can get something "similar" to what you want without modifying the code is by putting the instructions on a public page and then using the 'Site Policy URL' setting (under Administration >> Security >> Site Policies) to let the users access the page while creating the new account.
