We have several different agencies in our system, with several different departments. We set up course categories for each agency and child courses for departmental groupings with metas that are assigned to the various child courses. This works great except one problem.

Sometimes people from one agency want to attend a course offered by another agency, which is acceptable. But they can't get enrolled unless we put them in one of the child courses with enrollments to several other courses within that agency.

for example:

Bob, Joe and Steve work for Agency A
Jim, Julie and Sam work for Agency B
Holly, Ian and Kelly work for Agency C

Each agency has 6 courses in their category their staff must take but staff can take up to 4 other, non-agency, courses to meet their requirements for the year.

Bob and Sam both want to go to Agency C's Training 101 course and Julie wants to go the Agency C's Performance 101 course but they don't want to go to the other 5. But right now, they would have to be enrolled in all 6 courses to just take the one they want.

I've considered creating a visitors child course but if several people want to attend different courses at the same time in the same category, we have the same problem of enrolling several people in many courses just to take one.

SO. Is there any way to manually enroll a few people into a meta course without giving them "Manage courses" permissions?

Have you thought about creating a meta course for each?

Following on from your example, Bob and Sam would enroll in a meta course containing just Agency C's Training 101
