Is it possible to include HTML tags on the default messages face-to-face sends to participants in order to supprt right to left language messages (e.g. <span direction: rtl>)?

Not right now, but it's one of the planned features.
If you search for "html" in /mod/facetoface/lib.php, you should see a few places where it would need to be added.
