Stephen - If I understand what you are asking, I think this is already possible (somewhat at least). If you make use of Moodle Networking then you can create a forum on one site and allow users on the other site to participate in it. The forum does need to be created and maintained on one site; otherwise, I think permissions, security, and general management would be a nightmare.
