I am in the process of creating a lesson using Chinese language (Chinese simplified). When I save the lesson, the Chinese characters all become ????, it seems that the lessons I created only take English Language but Chinese language, although I already configured the edit language as Chinese.
Do I need to install some language packs? However, I went to Downloads tab in Moodle but the Language Packs link is broken.
Please help.

You might try the Language Forum. Perhaps David or Koen might help. We do have some users of foreign languages in this forum and they may contribute an answer sooner or later.
The http://download.moodle.org/lang16/ link was working when I just tried it. 18 June 09 1545 EST.

Thanks for the reply. It seems that this topic is already moved to Language forum. Thanks again. For some reason, I still couldn't go to the download link. I even copied your URL to try it. It still gives me the message of 'Oops! This link appears to be broken.'
I already installed the Chinese language pack from the Admin. Do I have to install additional language pack from the download link? If so, why I couldn't access the download link? Is my computer related or the browser related? I am using Google Chrome.
My Moodle site can be switched to Chinese but wouldn't allow me to save the Chinese character when I setup a category or create a lesson with Chinese characters. It give me ??? when I preview or save it. However, when I use English, I can preview and save it with English even the whole site was setup for Chinese.
Please help me if anyone knows how to fix the problem.

I can't say why the link http://download.moodle.org/lang16/ doesn't work for you. It has always worked for me. However, you managed to install the Chinese via admin UI - good!
I have no personal experiences with non-latin languages in Moodle. IMHO the question marks issue can have several reasons. Firstly, please check if the character set of your Moodle database is set correctly. Also, do the Chinese characters appear when you edit the content, ie before you save the form?

The easiest way to install additional language packs is via the language link in your site admin block. Please see the Language packs documentation for more details.

I'm also having the same problem. I thought of a couple of reasons why but nothing has worked so far. I tried:
1) Changing the language setting to Simplified Chinese while editing.
2) Installing a Chinese language font.
The problem is that the editable content areas and text fields don't recognize Chinese characters. Using the language pack merely edits the uneditable sections.
Can anyone think of a reason why Moodle wouldn't support non-latinized characters in their content fields?
