I wrote a little tutorial on this a while back and posted inthe forums at http://moodle.org/mod/forum/discuss.php?d=70908#p34642. It's an attachment named Creating_a_moodle_web_service_with_mnet.doc halfway down the thread.
Not sure if it's exactly what you want but it should help. Essentially mnet was built to support the community hub project. Thus the CH related features work out of the box. If you want to add your own api to this you need to write your own layer using the mnet as a core. I've documented how to do this in version 1.8 of moodle. It worked very well for me.
