Hello, I'm trying to figure out how to edit a block when I can't get to the edit button because the title text is in the way. Can anyone help me out? Greatly appreciated...

If you are able to do this with site admin, try changing your theme to the standard theme in Moodle and then see if the block is more easily edited. Also worth trying in a different web browser. If not, there is another option 
By shifting the block over to the left hand side I was able to click the area underneath the icon to access it, make the changes I wanted to make, and then move it back when I was finished. Pretty convoluted way of doing it but it worked....
