How do I get a textblock in the middle of the frontpage above the block with available courses?

Go to Administration ► Front Page ► Front Page settings then tick the box beside include topic block and save. You may have to move the block to the top after adding it.
Be aware anything you put there or in a main menu side block will be publicly displayed unless you force login on your site so I would not suggest putting a forum there.
