I have searched the forums and as far as I can see no one has mentioned this for some time and the problem is not a general one.
My forums seem to be sending all users 2 copies of each posting. If a user has set their profile to a digest, they get two copies of the digest, bit with just one copy of each of the postings within the digest.
I am using Moodle 1.8.6
The mail log on the server shows two messages going out at almost identical times (normally the same second), but with different ID numbers.
I did have the Server - Email settings blank relying on the internal mailing system and I have changed it to using a SMTPhost/username/password, but the problem is exactly the same.
Any pointers on where to look next would be greatly appreciated.
