I am setting up a course on our Moodle for staff communication and collaboration in our district.

My first question is does anyone have any tips for fostering online collaboration in secondary teachers (grade 6-12)?

My plan is to have each school be a different group, however I am not sure if that will create the ability to create a News forum for each school. The bug listed below seems to state that a post in forced subscription forum will be emailed to all, regardless of group (we are running 1.92+).

I also want to create spaces for teachers to have smaller group discussions (by department or grade level for example), however it seems that the "page teacher" would have to create separate forums or groups and the "page student" the teachers. Do you think its worth it to give the "page students" the ability to create forums?

Everybody get _all_ mails from forum no matter which group they belong to when the settings are:
