  I have following queries Can you pls clarify?

  1)  Can the eLearning content be indexable by external search engine? If so, how it could be done?

   2) How can I create drag and drop exercise?

1) See the config variables for a switch to open up your courses to Google.
2) I think you are thinking of Hotpot. Moodle has a hotpot module that supports Hotpot-created quizzes.
