I am also trying to find the answer to this question and note that although this oprioginal question was posted in 2008, the answer by now has been found.
Can anyone shed any light on this? What is the maximum number of user able to access a chat room at the same time (1.9.9)

Well, the only way to be sure is to use a load-testing tool like JMeter to simulate the kind of load you expect on your server.
But for a "I am totally making this up and have no data to base it on" estimate, I would say that if you plan to have fewer than 20 people in the chat room, is should be ok. If you plan go go much beyond 30, worry - at least until you have done some load-tests.
