I'm going to try this idea of the Course Creator with the special permissions. However, I want to make sure that with Course Creator role these users are completely be able to manage all courses in their category. I want them to be able to View and Edit all courses as a teacher/course creator, bypassing the enrollment key. I want them to be able to ADD courses by backup and restore. These users should be able to completely control these courses. And of course add the subcategories.
(I have an ADMIN for the Elementary School courses. I have an admin for the Middle School courses. I have an admin for the High School Courses.)
So, can the role of Course Creator at the Category level with the Special Permissions you mention still do these tasks in addition to adding subcategories?
And if so... is there a way to give them access to Bulk Upload Users?
Thanks for your help with this issue. The only other solution we could come up with is create 4 different installations of Moodle and my tech department is not too happy with that idea.
