Create folder and uploading image error mensage

Please help!!!!

I am using windows 2000 server system and not using APACHE, but using module PHP and mysql.

The error make a folder is:

Error: could not create teste

and upload archiov is:

A problem occurred while uploading 'caroline_INSTALL.txt' (possibly it was too large)

and delete folder created manualy is:

Error: Could not delete: c:inetpubwwwrootmoodlemoodledata/2/apostilas
