Regardless of whether I set Only teachers can rate posts or Everyone can rate posts our 1.3.1 installation allows everyone to rate posts. Is anyone else experiencing this behaviour?

Ah, yes. That is indeed a clear bug, thank you. It's been there since 1.1!
It's fixed in CVS and should be showing up soon in the 1.3.x nightlies.
