One way to import WebCT quizes is to use Respondus, a quiz program.

  1. Obtaining and installing Respondus 2.0
  2. Retrieving questions with your WebCT "Personality"
  3. Changing "Personalities"
  4. Publishing questions to Blackboard course
  5. Import the Blackboard quiz to Moodle

Respondus also supports ecollege and IMSQT1 1.1

Jacob, I just checked out the user manuel for respondus. It looks good and seems to be a good idea to help import test banks into Moodle. It not only supports Blackboard, WebCT and ecollege but offers a way to import text or rtf documents too. The price seems good too. 30 day free trial and $79 for the full version.
