WebEx Meeting 3.6.0

Release notes

This release is supports Moodle 3.2.x and above (3.6.x as of this release).

Changes since 3.4.0:
- Fix a problem where the external participants link would not work, due to a change in Webex.
-- You will be able to get the new link, even for existing meetings.
- Initial privacy provider. Does not support deleting. Also currently not possible to know if a user participated in a recording or not, so only returns results if that user hosted the meeting recording.
- Fixed URL encoding issues in rare cases.
- Fixed issue where return data was not always processed correctly.
