Too much information could also be called noise, as in signal-to-noise ratio.

This is something that has been thought about quite a lot. You can probably find the history in the Tracker, if you need it.
There might be some scope for different opinions on this, but the consensus the Moodle project reached is that this icons do convey useful information to the user: the type of each activity. Therefore, it is best for them to have alt text, so they do.

I think it depends on the behaviour. What you describe is how it woul work for an Immediate feedback quiz, but not for Deferred feedback.
